Seems similar but not the same. The definition I'm reading about GAN art from KnownOrigin: "A GAN or a generative adversarial network for those not familiar is a kind of machine learning where two neural networks compete with each other to create something new. Though these programs can be applied to many kinds of data the results of putting images into these programs producing results which look simply otherworldly. The role of the artist in this process is almost that of a curator, carefully selecting the images that are fed in and choosing a final piece out of the results."

DALL-E doesn't have the competitive aspect and no human curation in the output.
